Emily takes a proactive and solutions-oriented approach to guiding cities, towns, and special purpose districts in all areas of the law.

Biography

Emily is a member in the firm’s Municipal Department where she partners with cities, towns, special purpose districts, and other governmental entities on a wide range of legal matters. In addition to serving as general legal counsel to four local municipalities, Emily also advises public and private clients on all manner of telecommunications issues. She assists her telecommunications clients in navigating the evolving regulatory landscape, negotiate complex ground leases, franchises, and right-of-way agreements, and ensuring compliance with local, state and federal requirements.

Along with her telecommunications focus, Emily advises clients on land use and permitting, public works projects, and general municipal governance. Her approach is solutions-oriented—she collaborates closely with municipal staff, elected officials, consultants, and stakeholders to craft practical and legally sound outcomes. Whether analyzing the local impacts of new regulations, negotiating complex agreements, or resolving disputes, Emily draws on her breadth of experience to distill complex information and guide her clients toward effective and efficient outcomes.

  • Deputy City Attorney for Arlington

Emily earned her B.S. in Political Science from the University of Oregon and her J.D. from Seattle University School of Law. While in law school, she externed with the legal departments of the City of Bellevue and the City of Seattle and served as a staff editor for the Seattle Journal for Social Justice. Before joining Ogden Murphy Wallace, she practiced at a land use law firm, advising clients on permitting processes and appeals.

She is admitted to practice in Washington and in the U.S. District Court for the Western District of Washington.

Outside of work, Emily enjoys outdoor adventures with her husband and son.
