Elana Zana is a member in the firm’s Business and Municipal Departments, where she maintains a dual practice with a focus on both healthcare and telecommunications.
Elana’s healthcare practice includes advising clients on HIPAA Privacy and Security requirements, drafting Health IT related software agreements, performing Stark compliance audits and drafting physician agreements, analyzing certificate of need applications and representing clients in certificate of need related litigation, advising small and large physician practices, assisting clients in patient data breach mitigation efforts and providing HIPAA and security compliance guidance to municipal fire departments. She works with both healthcare providers and software companies investing in healthcare on security, HIPAA compliance and data governance.
Elana is the chair of the OMW Telecommunications Team, and works with both municipal and private clients on telecommunications matters. Specifically, Elana represented several consortiums of jurisdictions in negotiations with cable and telecommunications operators. She represents municipal clients in drafting, negotiating and enforcing small wireless facility agreements and code, cable and telecommunications franchises, drafting master cable and telecommunication ordinances, and wireless communication facility leases. Elana also represents non-municipal clients on both cable and telecommunications related agreements and leases.
Elana is a member of the Washington State Society of Healthcare Attorneys, American Health Lawyers Association, the National Association of Telecommunications Officers & Advisors, the Washington Association of Telecommunications Officers & Advisors, the Washington State Association of Municipal Attorneys, the Healthcare Information Management Systems Society, and the Washington State Bar Association. She lives in Seattle with her family.
Elana, a Seattle native, received a B.A. in Business Administration in 2004 from the University of Washington. She received her law degree, magna cum laude, from Seattle University School of Law in 2007, where she served as Business & Marketing Editor of the Seattle University Law Review. During law school, Elana also externed for Judge Zilly in the United States District Court for the Western District of Washington.
